Designed for city managers and assistant or deputy city managers, this conference provides city officials with the essential information and updates needed to effectively run their cities and best position their communities for the future. This year's topics will include sessions on ethics, relationships with council members, mental health, implementing strategic plans, AI, and more.

Guest/Spouse Reception Pass*$ 75
*The guest/spouse fee is restricted to persons who are not city or public officials, are not related to any Cal Cities Partner or sponsor, and would have no professional reason to attend the conference. It includes admission to Wednesday’s networking reception only. There is no refund for the cancellation of a guest/spouse registration. It is not advisable to use city funds to register a guest/spouse. If you believe you are eligible for a guest/spouse pass, please contact Megan Dunn.

Refund Policy

Advance registrants unable to attend will receive a refund of the rate paid, minus a $75 processing charge, only when a written request is submitted to Megan Dunn, and received on or before Feb. 4. Refunds will not be available after this date. If you are unable to attend, you may substitute a colleague for your entire registration.

Hotel and Travel

A limited number of discounted hotel rooms are available for registered conference attendees. Reserve by Friday, Jan. 9, or before rooms sell out.

In many cities, committees, commissions, and task forces are established as advisory bodies on key issues, but sometimes well-intentioned input becomes policy-making with these groups organizing community campaigns, shaping public opinion, or even directing staff without council direction. These “shadow councils” blur accountability lines of council-manager governance, and can create tension between city hall and the community. Learn how to recognize the signs of advisory body overreach and how to maintain governance discipline. Through real-life case studies, panel discussion, and interactive exercises, attendees will explore strategies to realign advisory groups with their proper advisory roles, preserve institutional integrity, and restore the council as the policy-making authority.

The California City Management Foundation (CCMF) partnered with the Rose Institute of State & Local Government at Claremont McKenna College to survey city managers across California. This information will spark conversation on many of the profession’s core challenges such as succession planning, workforce retention, and recruitment hurdles.
