Cal Cities Roundtable: SB 707 Implementation

Join us on Monday, April 13 at 2:00 p.m. for a roundtable discussion on the implementation of SB 707.

The discussion will include a brief update on potential SB 707 changes under consideration this year. As proposals move through the Legislature, member feedback will help identify the most challenging and resource-intensive aspects of implementation and inform ongoing advocacy.

SB 707, signed into law on Oct. 3, made significant changes to local government meeting requirements under the Brown Act. While the bill incorporated language from Cal Cities’ sponsored legislation and aimed to enhance transparency and public engagement, it also introduced substantial operational, fiscal, and legal challenges for cities. Many of its mandates apply unevenly across jurisdictions and have resulted in considerable new costs for audiovisual equipment, translation services, and staff time — all without state reimbursement.

As cities prepare for full implementation this roundtable will provide an opportunity to hear how cities are approaching implementation and what additional clarity or support may be needed.

This roundtable will provide an opportunity to:

  • Hear a brief update on potential SB 707 changes
  • Share how your city is implementing SB 707
  • Discuss the most challenging and resource‑intensive aspects of implementation
  • Identify areas where additional guidance or legislative improvements may be needed
  • Exchange best practices with fellow city clerks
