Navigating SB 707: Operational Challenges, Compliance, and Best Practices Roundtable
Join us on Wednesday, June 17 at 3:00 p.m. for a joint roundtable discussion with City Managers and City Clerks on the implementation of SB 707 and explore how these roles can collaborate to support one another throughout the process.
Effective on July 1, SB 707 makes significant changes to local government meeting requirements under the Brown Act. While the bill incorporated language from Cal Cities’ sponsored legislation and aims to enhance transparency and public engagement, it also introduces substantial operational, fiscal, and legal challenges for cities. Many of its mandates apply unevenly across jurisdictions and may result in considerable new costs related to audiovisual equipment, translation services, technology, and staff time — all without state reimbursement.
As cities prepare for implementation, this roundtable will provide an opportunity for City Managers and City Clerks to discuss how they are working together to navigate operational changes, staffing needs, public engagement expectations, and compliance challenges.
This roundtable will provide an opportunity to:
- Share how your city is approaching implementation
- Discuss how city managers and city clerks can support one another through implementation
- Identify the most challenging and resource-intensive aspects of compliance
- Exchange practical strategies, lessons learned, and best practices
- Discuss areas where additional guidance or legislative improvements may be needed
Moderated by:
Chris Freeland, City Manager, Indian Wells and President-Elect, City Managers Department
Thai Nam Pham, MMC, CPMC, City Clerk, Union City and Second Vice President, City Clerks Department
Roundtable Discussions are available as an exclusive member benefit and are open to Cal Cities member cities only. Discussions are member driven and will not be recorded. The Zoom meeting information will be provided after registration. For questions specific to registration, please contact Isaac Black.
