Cal Cities Roundtable: AB 1383 Policy Discussion

Join us on Friday, April 10 at 9:00 a.m. for a roundtable discussion on AB 1383 (McKinnor) Public employees’ retirement benefits: safety members.  

Cal Cities invites City managers to participate in a roundtable discussion to examine AB 1383, a two‑year bill that would significantly alter California’s pension reform framework and create substantial long‑term cost pressures for local governments. The discussion will provide an overview of the bill and its recent amendments, outline projected fiscal impacts, and offer a forum for city managers to evaluate how these changes may affect their communities.

AB 1383 would increase pensionable compensation caps, lower the retirement age factor for public safety employees, and establish new retirement formulas beginning in 2027. These changes would reverse key cost‑containment measures enacted under the Public Employees’ Pension Reform Act of 2013 (PEPRA), increasing long‑term liabilities and placing added strain on local budgets. City managers are invited to share whether these changes are financially sustainable for their jurisdictions and how they may influence staffing, service delivery, and long‑term planning.

This roundtable will provide an opportunity to:

  • Review the major provisions of AB 1383 and recent amendments
  • Discuss projected cost impacts for cities and employees
  • Share city‑level perspectives on affordability and implementation challenges
  • Identify operational considerations and questions as the bill moves forward
